Implement a Linux based player device supporting Blu-Ray?

Greetings,

A customer of ours would like to implement a Linux-based multimedia
player with Blu-Ray support, with his own graphical interface.

It seems that Blu-Ray was designed to prevent independent or open-source
player implementations from supporting it (as explained on
https://help.ubuntu.com/community/RestrictedFormats/BluRayAndHDDVD).

Now, how could a small company implement a Linux based player device
without having to obtain a player key?

Here are the possibilities we are thinking about...

* Buy OEM devices running Linux (player key applied for by the
manufacturer) and allowing to add custom software (in particular
FOSS). I guess the media player software itself will have to be
locked down though, to satisfy Blu-Ray requirements. Does anyone
know about any such device?
* Use standard x86 hardware with Linux, and play content with a
proprietary player like PowerDVD, coming with its own player key.
The rest of the interface could be custom. Does anyone know about
any such software? It seems that PowerDVD for Linux doesn't
support Blu-Ray.
* Use a graphics card doing decoding and playback in hardware, and
also having their own player key somewhere in the hardware. We
could then write a Linux driver to use the hardware's capabilities
from any userspace application. Any hardware suggestion?
